$41M City of Baltimore Case Management Proposal

2MC led a team of public, private, and community partners in a five-year, $41 million contract win.

Second Mile Consulting President, Michael Bolton, led a team of operations staff, senior executives, writers, and community partners in a six-month capture management and proposal submission process, culminating in a five-year, $41 million contract win.


At the time of submission, Baltimore City was the nation’s largest child support case management operation serving over 70 percent of the City’s children through 84,000 cases. Furthermore, more than 42 percent of Baltimore City children were living in poverty, so, for many families whether or not they received child support made the difference between being above or below the poverty line. Accordingly, evaluators valued performance improvements and innovative approaches yet were also struggling with unparalleled budget shortfalls. Furthermore, while the program had been outsourced for 20 years, no incumbent vendor had ever been renewed by the City prior to this bid.


Michael worked with the team to clearly present the performance achievements of the past five years, illustrate the trust and buy-in of community partnerships through 50 testimonials and letters of support, and explain how a groundbreaking approach to case management would be more equitable, efficient, and effective.


Not only did this proposal win the City’s procurement, the solution went on to achieve the highest levels of performance in the history of the program.
